I can tell everyone how i solved the issue of last of us part1, downloaded from fitgirlrepack. Initially the error was steam api missing, but later the issue was steam initialisation error or game license error. What I did is I downloaded steam emulator and copied the 2 steam api files into both the steam directory and game directory. Problem solved.
